Open debate about government health care?

From my CATO TODAY email:

Despite numerous promises from President Obama that the health care debate would remain open and transparent, Congress is side-stepping public scrutiny by negotiating the final details of the health care overhaul bill in secret. Cato scholar Michael F. Cannon argues, “One senses that the object here is not the sort of good government or open government that the Left claims to seek. Rather, the object is power.” Adds Jim Harper, “The credibility of the legislative process suffers from its overall opacity, and Obama promised different, starting with health care legislation.
