In the SIUE Campus Policy “Firearms Policy – 2C10 & 3C11,” SIUE considers pepper Spray a Firearm. The policy states the following.
“Firearm. “Firearm” means any device, by whatever name known, which is designed to expel a projectile or projectiles by the action of an explosion, expansion of gas or escape of gas; excluding, any such device used exclusively for the firing of stud cartridges, nails, explosive rivets or similar industrial ammunition in the possession and control of an authorized contractor present on University property pursuant to a valid and existing contract with the University or in the possession or control of an authorized University employee in the course of his or her duties for the University
According to the policy, students are not able to defend themselves using pepper aerosol sprays. The administration expects campus law enforcement to be there for any and all encounters.
According to the National Sexual Violence Resource Center, 1 in every 5 women and 1 in every 16 men are sexually assaulted at college. Police cannot be there at any time these encounters occur.
Students should be allowed to carry the tools necessary to protect themselves should dangerous situations arise. We hereby petition Dan Mahony and the Executive Administration at Southern Illinois University Edwardsville to amend campus policy and allow the student body at the age of 18 or older to carry pepper aerosol spray for purposes of self-defense.
