Allow True Campus Carry at Tennessee Public Colleges

The safety of our students on public college campuses in Tennessee is under threat. Tennessee Code Annotated § 39-17-1309 currently prohibits the possession of firearms on public college campuses. This outdated statute effectively disarms responsible, law-abiding adults who have the legal right to carry firearms off-campus but are denied that same right when they step onto a public college campus.

In a world where violent crime rates are on the rise, especially in college towns, this prohibition endangers students who are stripped of their ability to defend themselves. The FBI’s Uniform Crime Reporting (UCR) data shows that Tennessee’s violent crime rate is one of the highest in the nation. With over 600 reported incidents of sexual assault on Tennessee campuses alone in the past five years, it’s clear that our students are vulnerable.

Research indicates that individuals who are armed are significantly more likely to successfully defend themselves against an attacker. Studies have shown that armed victims can defend themselves in 83% of violent crime situations, compared to only 55% for unarmed individuals. This difference is even more stark in the case of sexual assaults, where women who resist with a firearm can prevent the completion of the assault 91% of the time.

The right to self-defense is a fundamental human right. Yet, the current legal framework in Tennessee strips this right from adults who are otherwise permitted to carry firearms. This makes our campuses prime targets for those wishing to harm, knowing their victims are defenseless. This bill would amend Tennessee Code Annotated § 39-17-1309 to allow legal, constitutional carry adults to carry firearms into all possible areas of campus where these dangerous situations are most likely to arise—ensuring that students can protect themselves in dorms, classrooms, parking lots, and other vulnerable locations.

We, the undersigned, urge you to support the bill introduced by YAL’s Hazlitt Coalition Liberty Legislator. This bill aims to amend Tennessee Code Annotated § 39-17-1309 to allow for campus carry by legal, constitutional carry adults. It is time to restore the right of self-defense to our students and prevent further tragedies from occurring on our campuses.
