Two long-standing YAL State Chairs had taken aim at reforming Kutztown’s unconstitutional speech and assembly policy for over five years. Kaleigh Cunningham began the process during her tenure and her successor, Liz Spayd, picked up the baton after her. The policy not only allowed campus bureaucrats to decide where students could hand out materials, but also required a meeting with the Director of Public Safety before any demonstration or rally.

Year after year, YAL leaders at Kutztown had challenged the policy in different ways, only to be ignored by the university administration. Multiple petition drives were held and letters from the YAL chapter sent to the president’s office, all to no avail.

Finally in April of 2020 ADF sent a demand letter to the school on behalf of Spayd and the YAL Chapter. With the extra muscle brought by ADF’s reputation, the school finally relented and the years of work paid off. On May 12, 2020 ADF confirmed that the policies had been changed
