Chapter President Adrian Arevalo joined YAL on his campus in February 2019. When joining he cited “freedom of speech” as the main issue he cared about. Later that same month Adrian was informed by YAL’s Free Speech Director that Northwest Vista’s campus solicitation policy was written in a way that interfered with speech that’s protected by the Constitution. According to the policy, “distributing literature” was considered solicitation that required a permit as well as 48 hours notice.
Concurrently in 2019, Hazlitt Coalition member Briscoe Cain sponsored Texas Senate Bill 18. This campus free speech bill would require public schools in Texas to designate their open spaces on campus as “public forums,” thus allowing students to speak, assemble, and distribute literature without a permit.
Through 2019 and into the next school year Adrian worked with Texas State Chair David Saucedo to challenge Northwest Vista College’s policy. In the Spring of 2020, Alliance Defending Freedom (ADF) wrote a letter to the school on YAL’s behalf outlining the unconstitutionality of the NVC’s policy as well as its violation of Senate Bill 18. After a semester of contact, ADF announced in December 2020 that the school had removed its permit requirements for speech. This change granted both the Hazlitt Coalition and YAL’s Fight for Free Speech a great joint victory.
